Dictators are born like every other human being, going through stages and phases of life soaking in ideologies that molds their person into who they eventually become as adults who pursue goals to achieve the most wicked end results of their beliefs.
Often gradually and stratefgically working to get to the HELM of affairs in their environment pulling the reigns and COMMANDING  great power to cause chaos and shed mass human blood

The Bible tells us that there WILL come many CHRISTS to try and deceive MANY (the strategy may be different, the end goal is the same) and shed MUCH HUMAN BLOOD... the devil thrives in this. 
What can the christian do.
1 Peter 5:8
The Bible enjoins us not to sleep as unto death but to continually watch and pray for our adversary and the enemy of God will 'sneak' in (copycat syndrome of the devil) as a thief in the night (meaning when we are unaware and carried away by human emotions, character and cares of this world).... The chaff has been growing amid the wheat for a long time gaining strong roots to eventually choke out the good PLANT. Matthew 3:1-12
