The Jews because of their own sins were taken into captivity by the Babylonians, and according to the word of the Lord, they were to be held in captivity for 70 years. In a vision the Lord showed Ezekiel the prophet - the people, due to the conditions they were in, had become lifeless and weak after having been in their situation over a long period of time. They looked like dead dry bones laying in a valley that seem impossible to ever be revived again.
God asked Ezekiel a question - "Son of man, can these dry bones live?” (Ezekiel 37:3). Is it possible for the persons whose bones these belong to, be restored to life? This question would prepare the way for a miraculous revival of the spirit, a resurrection of the soul, and the resurrection of the church.
Being in a situation under immoral conditions, and even working on projects over a long period of time, can after a while wear you out physically, emotionally and mentally, causing you to feel lifeless, hopeless, tired and weak. This is true of both individuals and the church as a whole.
Every leader should know when it is time to bring the people of His flock into a spiritual revival, especially before they continue on with projects that have already been in work over a long period of time. If there will be a revival, only those who are anointed and appointed by God for such assignments should be called on to preach such revivals.
The spoken word is the most important ingredient of a revival. Ministers who are called upon to preach revivals, must do so, preaching only those words as commanded by God to empower, equip and encourage the people, that they may be Revived, Refreshed and Ready to move forward. When all has been said and done, they must then seal it with prayer. This will be the result of a "God Called Revival."
Revival of the spirit does not always have to be relied upon the leader to call. As often as needed, every believer of Christ should go to the well of living water for revival, replenishment and refreshment of the mind, body and spirit.

"The hand of the LORD was upon me, and carried me out in the spirit of the LORD, and set me down in the midst of the valley which was full of bones, And caused me to pass by them round about: and, behold, there were very many in the open valley, and, lo, they were very dry.” - Ezekiel 37:1-2
