On rare occasions when the sun is not too hot, I take my grabber and empty plastic bags and do the cleanup. I take the bags home and place them in the appropriate garbage or recycling bins that our county provides. It sometimes takes hours.
Similarly, in some cities I see people sleeping and begging on the sidewalks. In a city where I once lived, a group of us would hand out food and invite them to the weekly free meal and free change of clothing at our church. We tended not to give money because we believed they used it to buy drugs.
These people had lost their way. They were often homeless, jobless and sometimes mentally ill veterans. There was national and local help for them. Homeless shelters and Salvation Army housing is often the first step to recovery, healing and stability.
Additionally, in the media, we read of and see films of children in third world countries who live near or on waste garbage pits. They look for objects to sell or to eat; they live in other people's’ garbage. They are called ‘waste pickers’. Adults and children recycle and earn a living. This occurs especially in Latin America, Asia and Africa.

“What a waste of a life? No jobs! No future!” you may say.
"Garbage makes many sick. How utterly horrible!" Remember that these people are not themselves garbage and are of great value to God, as are all peoples. In these cases the cause or the curse is poverty. The church can, must and does help.
Let us remember too, that when the ‘garbage’ items were first created, they were made for a specific commercial purpose.
So too, regarding the humans who were homeless, broken or addicted; when they were created by God, they were made for a reason.
“ For He chose us in Him before the foundation of the world to be holy and blameless in His presence. In love, He predestined us for adoption as His sons through Jesus Christ, according to the good pleasure of His will,” {Ephesians 1: 4-5}.
“For we are God’s handiwork, created in Christ Jesus to do good works, which God prepared in advance for us to do.” [Ephesians 2:10}.
“Many are the plans in a person’s heart, but it is the LORD’s purpose that prevails.” {Proverbs 19:21}.
God's purpose is redemption for all. That is why Jesus came, lived with man, died and rose again.
