"The eyes of the LORD are everywhere, keeping watch on the wicked and the good." (Proverbs 15; 03)
One of the continuing observations of Scripture is that the wicked think that the LORD doesn't see their evil deeds (see Psalm 73). The inference is that if they knew they were being watched they would act differently. Godly people know that the LORD sees and watches over them. It is a matter of accountability and provision. Knowing that the LORD is your witness is a comfort and provision for the godly, and it is a threat to the wicked. Act like you know the LORD is watching over your every action--HE IS!!
