Still waiting for clarification. Does anyone who has submitted before have a clue?

Even though we're down to the wire, I was thinking of trying to beat the odds and write a chapter. However, it occurred to me (conventional wisdom and past experience) I just might need an outline. I'm not sure if I missed this, so I'm going to take a chance and ask it again. :? When an EC is selected for publication, FW has first rights.
