There are many non-governmental organisations(NGOs) registered under different acts,which obtain aid from central government aw well as from foreign countries. if the organisation concerned are registered under FCRA(Foriegn Certificate of Registration). The organisor-cum- head of the NGOs prepare different projects on different activities for the interest of the general people, and able to convince the concerned provincial and central Government for receiving funds. The Practically, how the funds are utilised should be checked by concerned government. It is practically seen that in most of the NGOs the organisers cum directors of NGOs enjoy comfortable/luxurious life and pay less amount to their NGO workers and government do not pay hear to it. The workers/employees of NGOs fear to raise any voice because of their livelyhood. In case some body raise any voice about the irregularities, than there will be no place for that employee, and he will become un-employed. The government administrators are also not able to check the corruptions and on the basis of wrong reports, proposals are accepted and recommended for government/foriegn aid.
I may cite an example here. I am very close to some teachers of Bible Society and one of the teacher of the Bible society is residing in my house on rented basis. I asked the concern teacher to obtain a certificate from his concerned employer/organisation for my record as required under rule existing in India. The concerned teacher asked his/ her authority for such a certificate, but was denied, not in writing but verbally. When, I asked him again, he expressed his difficulties stating that, in case the certificate is issued, there may be problems for the organisation concerned. Is it not necessary to issue certificate or any authenticated proof ? The concerned government of respective countries should take up the matter with UNO or respective International Organisations to think over the employees of NGOs.
Where is the bar if, State/Central and foriegn aids are utilised by concerned Government directly by recruiting staffs directly or regularising all the employees of NGOs under government control. Question for generation/collection of source of revenues may arise in this specific issue. But in my opinion it is quite possible, if, planning is done properly in the respective countries.
