After completion of my Graduation Degree from Narasigh Choudhury College, Jajapur during 1984, I came to Bhubaneswar, capital of Orissa to take admission in Capital Law College Bhubaneswar with the help of one of my cousin uncle and admitted. I continued classes but became unable to pay the monthly tuition fees in time because of non-availability of the source of income of my family. I requested my cousin uncle who is a leader of the employees of the nationalized Banking Organizations and a writer to deploy/engage me some where else to earn something so as to enable me to deposit my monthly dues to the college in time. After 15 days my cousin uncle requested the Chief Editor of one local news paper named “PRAGATIVADI” to engage me in their publication unit and I was engaged as a Proof Reader cum Advertisement Assistant. with remuneration of Rs. 200/- per month. I performed my duties sincerely, translated different kinds of advertisements received either from Directorate of Advertising and Visual Publicity (DAVP) of Government of India or Public Relation Department of the State Government concerned including private advertisements in English script to local languages of Oriya or official languages of Hindi. The very mere amount of perks could not solve my financial problems after three months of my incumbency in “PRAGATIVADI” I left the job and joined in another media company which was in a growing stage at that time. I approached the Managing Director/Chief Editor and News Editor of Eastern Media Limited to give me a chance to serve in their organization. They took few minutes oral interview from me and advised to attend the duty next day in the advertisement section of “SAMBAD” and I joined accordingly during the same year with a mere amount of Rs.500/- per month along with some income from the commissions from the private advertisements as the local daily was in birth stage during 1984. I devoted my self as a Proof Reader, Sub-editor and an advertisement Assistant there up to 1987. It was to difficult on my part for my bread and butter, and in addition to my own duties, I engaged myself as private tutor to earn some more money as I was living in a private house with friends on rented bases. I was very ambitious for acquiring higher education and a higher post under Government whether state or central. In the year of 1987 my name was recommended by local employment exchange to Department of Posts, Ministry of Communication of Government of India for the post Reader in postal printing press, Bhubaneswar. After facing both written examination and oral interview of the Selection Board, I was selected and appointed.
I left Eastern Media Limited and joined at Postal Printing Press on 26th February, 1987. During my incumbency under Ministry of communication, I completed the course of Master Degree in Public Administration, Degree in Law, Post Graduation Diploma in Human Resource Management, Diploma in Journalism and Mass communication and Certificate Course in Data Base Management (Computer Course). I learnt about Offset Printing, administrative procedure of Ministry of Communication and rules and regulations of the nodal Ministry i.e. Department of Personnel and Training along with other ministries. I devoted my times to learn more and to implement the same in Postal Printing Press for better utilization of man, material and money which is the primary ethics of Human Resource Management. Due to low workload, my services were utilized in different section and different seats, and became able to know the different rules and regulations, forms and formats of the Postal Department and others. With permission of the Department, I attended various training programs conducted by International Labor Organization (ILO) and Ministry of Labor. I took interest to provide shelter to the employees and other have-not people and formed and organized a Housing Society in the name and style of “THE POSTAL & TELECOM EMPLOYEES HOUSIN SOCIETY CO-OPERATIVE LIMITED” (PEHCSL), get it registered by the Registrar of Co-operative Societies, Orissa in the year of 1996 and became the honorary president cum Chairman of the Society. The funds of the Co-operative Society was raised by way of selling share certificates, and the first project was launched at Rasulgarh in the name and style of “GOPINATH VIHAR” without depending upon the funds of Government and any Banks and the project became successful. Consequent upon an advertisement in the Employment News by Union Public Service Commission (UPSC) of Government of India, I applied for the post of Assistant Manager (Administration) and Assistant Controller of Publication, faced the oral interview, complied with all questions of the Selection Board and selected.
In the month of February 1998, I submitted my technical resignation to the Department Post, Ministry of Communication and joined at Government of India Press, Aligarh (UP) which is under Ministry of Urban Development and Poverty Alleviation. I took the charge of Administrative Officer, Estate Officer, Drawing and Disbursing Officer (Head of Office in respect of pay allowance), Stores Officer along with all legal matters. In my day to day function, I found lot of irregularities in administrative side as well in technical side. One David carlow Envelop Making Machine procured from England costing around two crores rupees was out of order since years together, which had installed capacity of 2500,000(twenty five lakhs) per day, but the record shows that the machine achieve production in a wrongful manner by reflecting the manual production of envelopes by 400 binders of the press. The staff of administrative wing was not well aware about the ethics of administration due to lack of training and lot of correspondences and legal cases are pending since long. To achieve the optimum result of the organization, I took much more pain to set right the position, tried to train the employees about how to deal with the files and court cases of different nature for early disposal, dictated counter affidavits and rejoinders relating to Writ Petitions of High Courts, Special Leave Petitions for Supreme Court and other counter and plaints of Central Administrative Tribunal and other sub-ordinate courts. Even, I myself attended and argued/pleaded in the court when Government Standing Counsels were absent for early disposal and settlement of the grievances. My actions had got some re-actions, and I fid not get any co-operation from my seniors of Head Quarter and counter part officers, which caused my transfer to Government of India Form Stores, Calcutta(WB)(Kolkata). At Government of India Form Stores, it is found that wrong forms are being printed by different Government India Presses which are not tallied with the update forms/formats, issued by various departments and ministries of Government of India as per their rules and regulations. Even common forms, which are applicable to all the central government departments and employees, were also not at par with approved and annexed format/forms of related rules and regulation causing more wastage and I modified a lot and train the staff accordingly. Again I was transferred to Government of India Press, Shimla (HP). I improved the efficiency of administration in all respect, and after that my authority transferred and posted me at my home town i.e. Government of India Text Book Press, Bhubaneswar. I tried to settle all the litigated issues at Bhubaneswar starting from land to administration and production, but I was transferred to Government of India Press, Santragachhi located near Howarh Station. In the mean time more than one thousand posts were created and distributed to different presses under modernization program, and the political people indirectly tried to intervene in the recruitment process with the help of trade union/Association leaders and other cunning and undisciplined Officers to appoint their cousins and relatives by unfair way. I did not agree with the proposal and acted in accordance with existing recruitment rules and regulations with a hope to engage the real talents of our nation to achieve the optimum result, which has not been followed since years together causing severe loss to the Government. I took appropriate action to reform the organization, but some undisciplined old and ignorant employees/workers including fresher did not accept it and tortured me through their leaders and political party workers, causing submission of my VRS application leaving 15 years of service which was accepted with effect from 31-08-2008. If the situation faced by me at Kolkata will be discussed elaborately, than it will be a book consisting of 500 pages. However, during my incumbency period in different small scale and large scale industries under Ministry of Urban Development, I have tried my level best to change the concept and thoughts of the employees by imparting them training and making them understand about the dedicated role and attributes to Government. I have used my best communication skills to keep industrial harmony with proper application of mind to resolve all issues in a positive manner with out harming any body.
