There are different types of writers in the world and they have contributed their concept towards development of literatures and many others aspects. Some times some of the writings influence towards society a lot. But now is the time, we should write in such a manner which will develop the economy of different countries as well as the world. There are different rules and regulations in India for operating day to day administration of the country. Here I cite about the Central Civil Service Pension Rules-1972. Under the said rules, action is to be initiated before eight months of the retirement of an employee/officer of Government of India and other provincials Government. But, practically it is not strictly followed by the administration, though there is not sufficient work load. The retired employees suffer a lot due to timely inaction of the government. Even some times the employees have to wait years together to get their pension both in state and central government. In spite of repeated instructions from the higher authorities, the concerned dealing assistants do not follow the guide lines intentionally or due to lack of knowledge which cause delay in giving pension to the retired employees as well as harassments. Not only pension rules, but also there are many government rules, which are not followed strictly in India. The administrators fail to comply the rules in time either out of fear with the employees union, political leaders or other wise. All the rules and regulations of Government of India including its Constitution should be short and precise with proper modification. Now is the time all the faith writes should write in such a manner which will develop the administrative efficiency in a reformative manner. All the existing Acts, rules, regulations and guide lines including constitution of India should be modified in such a way, so that India will become a developed country at par with USA.Rules are nothing,application of common sense. Hence, all the rules and regulations should be modified into short and precise manner to get optimum result.
