Quotes Revisited - Maybe

Jan, I hope I'm not rehashing an old subject that has already been covered. I have a question about the use of quote marks when the entire remarks from a speech is included in the narrative, and the speaker is duly identified. Must you use quote marks at the beginning and at the end of the written speech?
