Does anyone have experience with hiring someone to prep a manuscript for Smashword's format; mainly poetry at this time?

I know someone who has done it before if that's what you're looking for. She also helped me with my picture book through CreateSpace. I had great experience with CreateSpace and have heard wonderful things about SmashWord

If you follow the Smashwords' style guide, available for free, it really isn't too hard to do. I've been through the process a few times and it really isn't that hard; but it is time consuming with steps that you dare not miss.
The important thing is to not step outside the simple formatting that the 'Meatgrinder' (Smashwords' processor that prepares your manuscript) requires.
