Ooooooo, now, if I'm reading this correctly, you have a neighbor who is tapping into your wireless network. You need to secure that bad boy. Time-Warner will get the connection to your home. What happens after that, is up to you.
Not only is someone sucking your bandwidth dry, they also have access to YOUR network which means there is the potential for someone (with the proper skills) to gain control of the machines in your home, and have access to everything on them. Everything! This is a very, very bad setup. Additionally, you have no control over what they are doing with your network connection, which is registered to YOU.
Are they downloading copyright protected material? Songs, movies, etc?
Are they surfing porn?
Are they surfing and downloading child porn?
Are they engaging in activities that might capture the attention of NSA or FBI?
Everything that happens on that connection will be registered and traceable back to your IP address, which means YOU. You need to secure that WiFi. PM me if you want some help with that.
