Difference between Editors choice and Level placing

Hi There,
What is the difference in judging criteria between placing as a Level winner (1st, 2nd, or 3rd) and winning Editor's choice. I noticed that some entries won both.

The EC is the top 10 over all, based on points, level doesn't matter. Those go into the Quarterly Anthology books (which are currently behind... but Deb will get them caught up one day )

The Level placements are just that, the top for each level.

If someone in Level 1 had higher points than someone in the other levels, they would have both EC and their level award.
