Question about a brand new work....

Okay, so if a person started a new work just for this, and they get their first chapter and synopsis done....and they win.....how long will they have to finish the rest of the manuscript? Or, is there even a limit on that? I know the smart thing would be to get as much done as possible before June, but I don't think that would be long enough to have an entire manuscript done. Of course, I could be wrong. I was just wondering if there was any type of time limit for the finished product.
