Editing rates and getting an agent?

I was wondering what was the going/reasonable rate for the editing process for a manuscript and a good way to find a reliable one to work with. I know Deb has a service but I figured shopping around wasn't a bad idea.

Also, a lot of publishers won't accept unsolicited or unrepresented authors so I was wondering about trying to find an agent to help with the process as well as what to expect when entering these waters.
