I've never looked for an agent, but the best advice I've gotten from folks here once I hit the point I might need one:

If they ask for money up front, run. They are a scam. Agents take a fair percentage AFTER they help get your book published.

You only need to tell the people you are selling something to that it has already appeared on-line and/or in the EC books so they know they can't get first rights or total rights. If it's a free reprint, then I don't think it matters. You don't need to tell FW anything

If you place in the Writing Challenge, you are giving FW the right to publish it in the anthology. It will be stored on the site in with the rest of the challenge pieces. But beyond that, you retain all other rights. You can sell it to republish elsewhere, but you need to let them know it has appear...

In addition to what Deb said, avoid any agent that asks for money up front. Beyond that I really don't know a lot about agents.
